Field-Erected Tank Project Manager — API Aboveground Storage Tanks
Position Summary
The Field-Erected Tank Project Manager is responsible for managing API aboveground storage tank projects from contract award through final completion and closeout. This role is focused on field-erected tank construction, repair, alteration, reconstruction, coatings, testing, inspection coordination, and customer turnover.
The primary objective is to safely deliver assigned projects on time, within scope, within budget, and in compliance with contract requirements, customer specifications, applicable API standards, AWS welding requirements, project quality requirements, and company safety procedures.
This position requires strong field construction experience, technical knowledge of aboveground storage tanks, disciplined project controls, and the ability to coordinate customers, field crews, subcontractors, inspectors, engineers, vendors, QA/QC, safety, procurement, coatings, logistics, and management.

Essential Functions
Project Management and Execution
- Manage assigned field-erected tank projects from contract award through closeout, including kickoff, planning, scheduling, field execution oversight, cost control, invoicing support, testing coordination, documentation, and final turnover.
- Develop and maintain project work plans addressing scope, schedule, budget, manpower, equipment, procurement, subcontractors, inspections, testing, coatings, and delivery milestones.
- Coordinate internal execution with Field Operations, Engineering, Procurement, QA/QC, Safety, Coatings, Logistics, Accounting, and Executive Management.
- Identify project risks, develop mitigation plans, and notify management of issues that may affect safety, schedule, cost, quality, field productivity, subcontractor performance, or customer satisfaction.
- Maintain project controls, including status reports, schedule updates, manpower plans, equipment plans, open issue logs, budget updates, committed cost tracking, and forecast-at-completion reporting.
- Manage API aboveground storage tank projects involving new construction, repairs, alterations, reconstruction, bottom replacement, shell replacement, roof replacement, nozzles, appurtenances, foundations, coatings, and testing.
- Apply working knowledge of API 650, API 653, API 620 when applicable, AWS welding requirements, customer specifications, inspection requirements, and project-specific quality plans.
- Oversee tank construction activities involving foundation coordination, bottom plate layout, annular plate installation, shell erection, roof installation, structural attachments, nozzle installation, welding, dimensional checks, vacuum box testing, hydrostatic testing, settlement monitoring, coating, and final inspection.
- Manage technical requirements involving layout, fit-up, weld sequencing, dimensional tolerances, plumbness, roundness, peaking, banding, settlement limits, anchor bolt coordination, penetrations, reinforcement details, and field modification control.
- Resolve technical, field execution, quality, material, schedule, and constructability issues with customers, inspectors, engineers, field supervisors, subcontractors, vendors, and internal management.
- Coordinate field execution with site supervision to ensure work is performed safely, efficiently, and in accordance with approved drawings, specifications, procedures, schedules, and customer requirements.
- Support planning for manpower, cranes, scaffolding, welding machines, consumables, temporary facilities, site access, laydown areas, confined space requirements, and other field construction needs.
- Coordinate subcontractors and specialty service providers, including foundation contractors, crane providers, scaffold providers, NDE providers, coatings contractors, testing agencies, civil contractors, and transportation providers.
- Monitor field productivity, progress, constraints, delays, rework, equipment utilization, subcontractor performance, and customer-driven impacts.
- Serve as the primary point of contact for the customer and manage expectations throughout the project lifecycle.
- Review and understand project contracts, scopes of work, drawings, specifications, schedules, terms and conditions, safety requirements, quality requirements, inspection requirements, testing requirements, and delivery obligations.
- Conduct or participate in project kickoff meetings, pre-construction meetings, production meetings, client meetings, safety meetings, field coordination meetings, and issue-resolution meetings.
- Prepare, track, and manage RFIs, submittals, change orders, potential change orders, notices, backcharge responses, delay notifications, field change requests, and project correspondence.
- Ensure work does not proceed outside the approved contract scope without appropriate customer and management approval of cost, schedule, quality, and contractual impacts.
- Maintain organized project records, including contract documents, correspondence, meeting minutes, schedule updates, change logs, procurement logs, subcontractor records, field production updates, QA/QC documentation, testing records, coating records, and closeout documents.
- Understand and utilize company job cost reporting structures and project management software tools.
- Manage project budgets, cost trends, committed costs, subcontractor costs, field labor costs, equipment costs, material costs, projected costs, and forecast-at-completion reporting.
- Provide accurate project information to support invoicing, billing milestones, progress billing, retainage requirements, cash recovery, and accounts receivable collection efforts.
- Work with Accounting and management to ensure project financial performance is accurately tracked and aligned with contract terms.
- Manage procurement activities for tank plate, structural components, nozzles, appurtenances, anchors, bolts, gaskets, welding consumables, coatings, equipment, subcontracted services, and other project-specific needs.
- Review supplier and subcontractor deliverables for schedule impact, technical compliance, quality requirements, documentation requirements, and project risk.
- Ensure purchased materials and subcontracted services satisfy project requirements, including material specifications, mill certifications, traceability requirements, testing requirements, coating requirements, and customer documentation requirements.
- Support and enforce company safety policies, project safety plans, job hazard analyses, confined space procedures, hot work controls, fall protection requirements, crane/lift plans, and customer site requirements.
- Coordinate with QA/QC and field supervision to ensure welding procedures, welder qualifications, inspection test plans, NDE requirements, dimensional inspections, vacuum box testing, hydrostatic testing, coating inspections, material traceability, and customer inspection requirements are followed.
- Support resolution of nonconformance reports, corrective actions, inspection issues, documentation deficiencies, field repair requirements, and final release requirements.
- Ensure final documentation packages are complete, accurate, reviewed, and submitted in accordance with contract and customer requirements.
- Bachelor’s degree in Construction Management, Engineering, Business, or related field preferred; equivalent field construction and project management experience will be considered.
- 10+ years of experience in project management, field construction, tank construction, industrial construction, steel fabrication, or heavy industrial maintenance preferred.
- Direct experience managing API aboveground storage tank projects strongly preferred, including API 650 new tank construction and/or API 653 tank repair, alteration, inspection, or reconstruction work.
- Experience with field welding, tank erection sequencing, NDE coordination, hydrostatic testing, vacuum box testing, settlement monitoring, coatings, subcontractor coordination, and customer inspection requirements preferred.
- Strong ability to interpret tank drawings, construction drawings, welding details, specifications, codes, schedules, inspection requirements, and contract documents.
- Experience coordinating field crews, subcontractors, vendors, inspectors, engineers, safety personnel, QA/QC personnel, and customer representatives required.
- Familiarity with API 650, API 653, API 620 when applicable, AWS welding requirements, OSHA requirements, confined space requirements, hot work controls, fall protection, crane/lift planning, and industrial site safety requirements preferred.
- Strong leadership, communication, organization, documentation, problem-solving, risk management, and client management skills required.
- Project Management Professional certification, API 653 certification, API 650/API 653 training, OSHA training, or equivalent industry certification preferred.
Reports to the Director of Project Management, Field Operations Manager, or designated executive leader.
Works closely with Field Superintendents, Project Managers, Safety Manager, QA/QC Manager, Engineering, Procurement, Coatings Manager, Logistics, Accounting, and Executive Management.
